A: Yes, Cellar Stairs need to be fire-separated from stairs serving upper-floors of the building, with a minimum of 1-hour fire rated construction and a 3/4-hr fpsc door. Except that this separation is not required in J-3 Residential Buildings (One- or Two-Family Dwellings), and in G-School (Educational) Buildings.
